SAN JUAN COUNTY COMMISSION MEETING MINUTES August 7, 1995 The regular meeting of the San Juan County Commission was held at 10:00 A.M. in the Commission Chambers at Monticello, Utah. Present: Ty Lewis, Chairman Mark Maryboy, Vice-Chairman Rick Bailey, Administrative Assistant LaVee Scherick, Deputy Clerk Absent: Bill Redd, Commissioner A motion to approve the minutes of the July 25, 1995 meeting as written subject to correction by Commissioner Redd was made by Commissioner Mark Maryboy and seconded by Commissioner Lewis subject to correction by Commissioner Redd. UNANIMOUS. Utah Power & Light Monte Mendenhall with Utah Power & Light introduced himself and reported on work being done on the Reservation. Bids-Drapes Grounds and Maintenance Supervisor, Dell Hunter presented two bids for drapes from Custom Floors for the Blanding Library and the Treasurers Office. The Blanding Library bid is $1873.70 and the Treasurers Office bid is $598.80. No other bids were available. Commissioner Mark Maryboy made a motion to approve the bids and Commissioner Ty Lewis seconded. UNANIMOUS. Mr. Hunter also reported on the Cedar Point School and the water line situation at the fairgrounds. Right 0f Way/Water Mel Laws and Paula Dejoshua from Blanding discussed a right-of way issue on a road near Westwater Canyon. They would like to extend the water line to properties further down the road. Administrative Assistant Rick Bailey will check into the right-of-way situation. PLANNER-PERSONNEL EDWARD SCHERICK'S REPORT Planner Scherick reported that the County Planning Committee met on July 27, 1995. The minutes have been sent to all those who attended. He also stated that the Forest Service and the Park Service would like to participate in the planning effort. Commissioner Redd and Planner Scherick traveled to Cedar Mesa area on Friday, August 4, 1995. Justice Court Clerk Personnel Director Edward Scherick presented the name of Jana Rogers to be hired as a full-time Justice Court Clerk at Grade 4 Step 1 at $1050 per month effective August 21, 1995. Commissioner Mark Maryboy made a motion to approve the hiring. Commissioner Ty Lewis seconded. UNANIMOUS. Sheriff Department/Part-time Position The name of Glenn Begay Jr was presented for a part-time position in the Sheriff's department at Grade 9 Step 1 at $7.33 per hour effective August 1, 1995. A motion was made by Commissioner Mark Maryboy to approve the hiring and seconded by Commissioner Ty Lewis. UNANIMOUS. Hand Held Radios The Sheriffs Department presented a bid request from Motorola for four radios with options for $2488. This is a state bid price and is compatible with their current equipment. A motion was made by Commissioner Mark Maryboy to approve the purchase and seconded by Commissioner Ty Lewis. UNANIMOUS. Flagmen/Road Dept The names of Brian Eberhard and Gary Earley were presented for flagmen positions at Grade 4 Step 1 at $6.06 per hour on an as needed basis effective immediately. A motion was made by Commissioner Mark Maryboy to approve the hiring and seconded by Commissioner Ty Lewis. UNANIMOUS. Computer/GIS Two bids were received for a computer to use as a work station for the GIS program. They are Mid West Micro for $3058 plus shipping and Tangent for $3025 including shipping. A motion was made by Commissioner Mark Maryboy to approve the purchase from Tangent for $3025 and seconded by Commissioner Ty Lewis. UNANIMOUS. ADMINISTRATIVE ASSISTANT RICK BAILEY'S REPORT Mr. Bailey will not be at Commission meeting next week. He will be attending an underground storage training. Mexican Spotted Owl Mr. Bailey reported that he attended the Mexican Spotted Owl meeting held at Ruby's Inn, Bryce Canyon, last week. Community Impact Board Administrative Assistant Rick Bailey reported that he attended a Community Impact Board meeting in Moab two weeks ago. He stated that the Permanent Community Impact Fund Board has recently amended its' administrative rules to implement a new "local capital improvement list" requirement. Entities will submit a consolidated list from each county as a geographic unit. The list will contain a short term (one year), medium term (1-5 years) and long term component (5-10 years). Utah Highway Safety Mr. Bailey reported that a letter has been received from the Utah Highway Safety Office offering ten grants during 1995-96 throughout the state to run a Community Traffic Safety Program. Mr. Bailey would like permission from the Commission to have either the Sheriff's office or Emergency Services request to be the lead agency in applying for the grant. The Commission gave their approval. Solid Waste Landfill Mr. Bailey will have the bid package out for fencing by the end of this week and the bid package for construction of the cell will be out next week. Mr. Bailey requested permission to order a portable office. Commissioner Mark Maryboy made a motion to approve ordering the portable office and seconded by Commissioner Ty Lewis. UNANIMOUS. County Treasurer/Write Off After speaking with the former County Treasurer, it is the recommendation of County Attorney Craig Halls that the balance of $1,652.81 difference in the General Ledger and the bank at the end of 1994 be written off. Commissioner Mark Maryboy made a motion to authorize the County Treasurer to make an adjustment entry of $1652.81 to balance the books. Commissioner Ty Lewis seconded. UNANIMOUS. COMMISSIONER MARK MARYBOY'S REPORT Commissioner Maryboy reported that the Navajo Land Administration would like some San Juan County road maps. Commissioner Maryboy stated that the lawsuit has been refiled in the Tenth Circuit Court concerning the Utah Navajo Trust Fund. Air Strip/Montezuma Creek Commissioner Maryboy requested that the air strip at Montezuma Creek be graded while they continue to look for a new location. Meetings Commissioner Maryboy will be meeting with the Navajo Department of Justice concerning CIB funds. He will be in Window Rock on Tuesday, August 8, 1995 and on August 9- 11, 1995 he will be attending the National Indian Education Council in Green Bay, Wisconsin. COMMISSIONER TY LEWIS' REPORT Commissioner Lewis met on July 27, 1995 with the County Planning Board. Commissioner Lewis has been invited to a meeting with First Security tomorrow at 10:00 A.M. Health Care Commissioner Lewis met with Lutheran Health Service officials to discuss the new hospital proposal. Commissioner Lewis stated that these discussions are in the preliminary stages. The County Commission is not willing to give the hospital away but would like to see health care privatized in San Juan County. Helicopter Site-Spanish Valley Wayne Ruth, Brian Jenkins and Ken Sleight representing residents of Spanish Valley discussed with the Commission the negative issues of the proposed helicopter site. They requested that the Commission send a letter to the State Lands Administration, prior to a hearing that will be held on August 29, 1995, stating specific issues, recommendations and alternatives concerning the proposed site. Administrative Assistant Rick Bailey will write the letter. Social Service-Contract Mark Lyman, Social Services, presented the annual medicaid contracts in the amount of $125,000 for signature. A motion was made by Commissioner Mark Maryboy to sign the contract and seconded by Commissioner Ty Lewis. UNANIMOUS.
